When, at the end of July, we learned that the regulated electricity rate was going to be increased by 10% on August 1, the surprise was large. In fact, the government had suggested that the 15% increase in early February would be the only one of 2023. But, as we know, the promises only engage those who believe them.
Budgetary considerations finally won: the price shield cost too much and, as inflation seemed to slow down other products, it seemed possible to let consumers bear a greater part of the real cost of their electricity.

To fully understand what these successive increases mean, it is important to return to two essential points: European energy policy and the way in which successive crises have come to hit this policy.
Competition supposed to benefit the consumer
European policy in this area is no exception to the general rule, that of a single market under the sign of competition, which should theoretically benefit the consumer.
The problem is that all European countries are far from being in similar situations: they do not all have the same natural resources, the energy policies carried out in previous decades being far from having been comparable. Some have oil and gas, others have played the nuclear card; Still others have favored competition between private companies in this sector, or preferred to constitute monopolies placed under the control of the State.
Wanting everyone walked at the same time was not easy. The crises have further complicated the beautiful pre -established patterns and Europe is struggling to find an agreement on a reform of its electricity market.
The very fact that we are still talking about prices regulated in this field can also seem anachronistic: is it not contrary to free competition? This opening to competition was made in two stages from 1999 for large and medium -sized enterprises.
Why did the government decided this summer increase of 10%? To understand it, you have to go backwards. On the wholesale electricity market, prices had started to go back in 2020 after the more or less severe containment measures taken in European countries at the time of the COVVI-19 epidemic, due to a strong restart of demand.
But, in France, the Mégawatt Hours Step Prix (MWH) was exchanged on average at 32.4 euros during the last week of the year, a lesson slightly lower than that of the first week of January.
Market explosion on the market
The increase really started in 2021, with an average spot price in France of 345.3 euros during the penultimate week of the year, or a multiplication by ten in a year. And the worst was to come in 2022 with the war in Ukraine and the cessation of Russian gas deliveries. In August, the MWH spot price established for a week at 611.6 euros.
Punctually, even higher prices have been recorded. As RTE (EDF subsidiary and electricity transport network) recalls, one day at 9 a.m., a record was reached 2.880 euros per MWh while, to deal with a high demand, it was necessary to call on the last available, the most expensive means.
But the government was able to observe that the increase in the general consumer price index, after a point in annual rate of 6.3% in February, returned to 4.3% in July. It is still much more than the monetary authorities would not wish (2% as much as possible), but it is already much more bearable, especially at a time when wages are also upward oriented (4.6% on one year in the second quarter for the basic monthly salary of all employees). The mesh of the territory will deeply change: it is no longer a question of leaving only a few large nuclear or thermal power plants, but a multitude of installations transforming the energy of the wind and the sun.
RTE plans to invest 33 billion in the modernization of its network by 2035, or 2.2 billion per year. Certainly, as the EDF subsidiary says, “This represents only a small part (16% to 22%) of the 150 to 200 billion necessary to modernize the entire electrical system”. But it also helps to increase the addition.
Adapt to an inevitable increase
In the 2010s, before the health crisis and the war in Ukraine, France consumed around 480 TWh per year (one terawatt, it is a billion kWh). Maintenance, renovation and modernization of the electricity park
The maintenance of electrical installations in France represents very important investments each year.
